Acceptable use.

Panhandle Parcels supports legitimate property research and respectful, lawful business outreach. Every owner-mail campaign requires a stated business purpose and a current acknowledgement of these boundaries.

Permitted use

You may research properties, compare dated public evidence, save underwriting assumptions, and prepare direct-mail or in-person outreach for a lawful product, service, or property inquiry when your conduct follows applicable solicitation, licensing, privacy, consumer-protection, and do-not-contact rules.

Prohibited use

  • Credit, lending, insurance, employment, tenant-screening, housing-eligibility, or other consumer-report decisions.
  • Targeting, excluding, steering, or treating people differently because of race, color, national origin, religion, sex, familial status, disability, or another protected characteristic.
  • Harassment, stalking, threats, deception, identity theft, debt collection, or exploiting a person’s hardship.
  • Inferring protected or sensitive traits from an owner name, address, neighborhood, property, or public event.
  • Reselling unlocked identity data, publishing it, building a people-search service, enriching it with phone or email data for redistribution, or using automated scraping to bypass access limits.
  • Contacting a suppressed record, re-identifying an omitted or exempt owner, or defeating authentication, audit, billing, or export controls.

Why these boundaries exist

HUD identifies race, color, national origin, religion, sex, familial status, and disability as protected under the Fair Housing Act. The FTC explains that information used to determine eligibility for employment, credit, insurance, housing, and similar purposes can trigger Fair Credit Reporting Act duties. Panhandle Parcels is built for property and outreach research, and its data may not be repurposed for those eligibility decisions.

Enforcement and questions

We may suspend or close access, preserve audit evidence, suppress records, or limit exports when activity threatens people, source restrictions, or product integrity. Report a concern or request suppression review at cody@frg.earth.
